You could try metadata.nostr.com/ which allows you to back up and restore the list of accounts you follow. Doesn’t look like they can help you with mute lists, though. You could also add wss://hist.nostr.land to your relays and then use hist.nostr.land/ to restore, but again, it doesn’t look like it helps with mute lists.
